Step 3 checks the Netbios cache for an address that has already been resolved, either via WINS or broadcast. LLMNR is a form of boardcast unlike WINS or DNS which are controlled by the administrator. It makes sense that it would be after this process since WINS and DNS would be consider authority source rather than what is retrieved via a broardcast.
I am not sure what you are referring to. The following is said around 0.34
"It has since been superseded by TCP/IP. Even so, NetBios is provided for backward compatibly with older applications. Next you have host names which is the DNS equivalent of NetBios Names."
